Rules and Regulations

  • RULE 1 – NAME:

    The competition shall be called the “RISING STAR FOOTBALL LEAGUE”

  • RULE 2 – FORM/ORGANIZATION:

    i. The league shall consist of 12 teams from  the 6 area councils in the FCT.

    ii. The 12 teams would play each other in the league stage.

    iii. The 4 teams with the highest points in the league automatically qualify for the Super 4.

    iv. The winner of the Super 4 would emerge as the overall winner of the RISING STAR FOOTBALL LEAGUE 2024.

    v. The competition shall take place in three venues, namely:
    * Bwari Township Stadium

    vi. The competition would be played on Fridays, Saturdays and Sundays.

    vii. 3 matches would be played for 2 days in the venue identified for the week.

  • RULE 3 – CONDITIONS FOR PARTICIPATION:

    i. Registration is free for all participating teams.

    ii. All teams must have qualified from the qualifiers that took place from the 6 are councils of FCT.

    iii. All teams must be duly registered with the FCT FA or their various area council’s FA.

    iv. All teams must be well organized and structured to provide the following:

    a. 2 sets of jerseys properly numbered with clear inscriptions of the club’s name and logo.

    b. A first aid kit and accessories.

    c. Particulars of team members (officials and players)

  • RULE 4 – PLAYERS ELIGIBILITY:

    i. The competition is open to all age groups.

    ii. Only players who pass the screening conducted by the organizer’s accredited representatives shall be eligible to take part in the competition.

    iii. Each team shall submit a maximum of 23 players to the organizing committee, but only the 23 players shall be eligible to participate in the league.

    iv. A pre-match inspection/meeting shall be carried out to ensure that only properly screened players are featured during matches.

    v. All teams are expected to arrive at the venue at least 1 hour before the commencement of the first game.

    vi. Only 18 players can be dressed for each game.

  • RULE 5 – DURATION OF MATCH/SUBSTITUTION:

    i. The duration of each game shall be 90 minutes of playing time, 45 minutes for each half.

    ii. Only five eligible and well-dressed players can be substituted by each team in a game.

    iii. Substitution shall be effected in three (3) different periods in the course of the match.

  • RULE 6 – POINTS/TECHNICAL RULES
    POINTS SHALL BE SCORED AS FOLLOWS:

    i.
     a.  Three (3) points for a win.
     b.  One (1) point for a draw.
     c.  Zero (0) points for a loss.

    ii. The position of each team in the league will be decided in the first instance by the number of points obtained in all matches played.

    iii. Where clubs have equal points, the goal difference (the number of goals scored minus the number of goals conceded in all matches) where teams have equal points, and the number of goals scored by the clubs in all matches will be used to determine the placement of the team on the league table (with the team having the highest number of goals having an edge).

    iv. Where two or more clubs have an equal number of points and the same goals scored by and against the clubs concerned, the direct results (head to head) between the tied clubs will be used to determine the table position.

    v. Where the teams are tied as in (1), (2) & (3), the fair play rule shall apply with the team with a lesser number of cautions having the edge over the team with the higher number of cautions.

  • RULE 7 – DISCIPLINARY MEASURES
    CAUTIONS / EXPULSION:

    i. Yellow card and red card rules, as set by FIFA, will be applicable.

    ii. Assault on match officials and organizers: The individual or team, respectively, would be expelled from the league.

    iii. Discrimination, violence, or racism is highly prohibited and will result in automatic disqualification/suspension/expulsion and criminal charges against offenders.

    iv. Discontinuation with an ongoing match shall attract forfeiture of points, reduction of already accrued points, or suspension/expulsion from the league.

    v. Withdrawal from the competition: If a team decides to withdraw from the competition when the tournament is already in progress, all points and goals recorded by the teams shall be withdrawn, while the withdrawing team shall be excluded from future competitions.

  • RULE 8 – FORCE MAJEURE:

    If a match is disrupted by rain or other external factors (force majeure), the match shall resume the following day or any other day that is approved by the organizers from the time the match was called off.

  • RULE 9 – LEGAL ACTIONS:

    It is mutually agreed that no legal action shall be initiated against the organizers, participating teams, team officials, players, and match officials as a consequence of the Rising Star Football League.

  • RULE 10 – ADOPTION AND OFFICIALS:

    All participating teams have agreed to abide by the rules and regulations of the Rising Star Football League, 2024.
